Understands the policy development cycle, specifically in India (agenda setting, formulation, design, legislating, analysis, etc.)

Recalls types of public policies (welfare, regulatory, distributive, etc.) and the institutions that play a crucial role in policy development (legislature, executive, judiciary, etc.)

Assists with the organisational expertise needed to involve to make policy work (e.g. legal, finance, procurement, operations, service delivery partners),

Interprets data and evidence into a coherent narrative and supports the creation of a range of written outputs (e.g. briefing notes, presentations, proposals etc)

Supports citizen engagement in policy through baseline surveys, consultations etc.

Applies analytical framework and evidence to design policy proposals including workable delivery and implementation options

Conceptualises policy problems through new evidence, major changes in policy development local contexts, government objectives, user perspectives, and implementation processes

Reviews policy development cycles to ensure they align with governmental priorities, lessons and end-user perspectives

Determines the use of a range analytical frameworks for policy analysis (including new methods) like sectoral and regulatory frameworks and decision making frameworks (e.g cost benefit analysis, risk analysis, regulatory impact analysis, decision trees)

Advises on different policy implementation tools like incentives, subsidies, regulation, service delivery and behavioural nudges

Prepares high-quality policy documents in a concise, simple writing including data visualisation to explain findings and support recommendations

Applies measurement methods at the beginning of policy development.

Leads the policy formulation, analysis and stakeholder management process

Links policy problems with implementable responses, keeping in mind local contexts, government objectives, and user perspectives

Leads the adoption or development of common frameworks, principles, methodologies, tools and techniques.

Leads the adoption of citizen-centric approaches in designing policy solutions, using innovative tools where appropriate, that meet the needs of the end-user

Establishes policy networks and advocates for policies amongst relevant government and non-government agencies (civil society organisations, parliamentary committees, public officials, etc.)

Oversees development and improves policy proposal development including budgetary allocation, funding arrangements, legislative and Parliamentary processes

Assesses both short and long term impact of policy decisions.
