Demonstrates knowledge and application of CCS (CCA) Rules,1965 specific to disciplinary proceedings, writing confidential reports, imposing penalties, appeals, etc.
Prepares charge-sheet/s, statement/s of imputations, lists/statements of witnesses, daily order sheets, etc. as per the guidelines and timelines given in the Vigilance Manual (2021) and the Handbook for Inquiry Officers and Disciplinary Authorities (2013)
Maintains updated practical knowledge on the vigilance process through official training, circulars, parliament notices, etc.
Reviews vigilance procedures
Understands best practices in the public sector related to minimising the scope for corruption or malpractices
Comprehends the existing rules and procedures of the ministry/department/organisation and the conduct rules relating to integrity of officers
Reviews charge-sheet/s, statement/s of imputations, lists/statements of witnesses and daily order sheet, etc. to ensure applicability to the vigilance case
Reviews the workings of the vigilance section with the lens of ensuring expeditious and effective disposal of vigilance work
Designs vigilance systems and procedures
Identifies the existing rules and procedures of the ministry/department/organisation that are prone to corruption or malpractices, officers of doubtful integrity and those posted in corruption/malpractices prone areas
Categorises vigilance cases as per the definitions in the Vigilance Manual (2021) into as Vigilance A, Vigilance B, or Vigilance F cases, formulates the plan of action for each, and identifies cases requiring consultation with other stakeholders like the CVC, CBI, UPSC, other concerned administrative authorities, etc.
Designs systems and processes in the ministry/department that aid the expeditious and effective disposal of vigilance work
Encourages subordinate officers to take up training programs that build competencies required for expeditious and effective disposal of vigilance work
Leads vigilance section development
Promotes amendments to the existing rules, procedures, systems, and processes of the ministry/department/organisation that are prone to corruption or malpractices
Plans surprise and regular inspections to detect system failures and the existence of corruption and malpractices
Sanctions surveillance on officers of doubtful integrity and those posted in corruption/malpractices prone areas
Partners with and pursues other stakeholders for receiving timely feedback on and forwarding vigilance cases, ensuring speedy processing
Cultivates an environment where relevant stakeholders like disciplinary authorities, inquiry officers, etc. are shielded from pressure to adopt dilutory or lax attitude in processing vigilance cases
