Understands the procurement process and major policies, guidelines laws and regulations related to different aspects of public procurement (such as tender evaluation, post-contract information and publications, bidding models, dispute resolution mechanism etc.)

Recognises the stages of policy cycle (policy options, policy development, organizational reform, capacity building, monitoring and evaluation) with regard to key procurement policies (such as National Competition Policy, Public Procurement Bill etc.) and the role of evidence

Describes the e-procurement system and its integration into the context of public financial management (PFM) reforms

Recognizes the link between public procurement and industrial strategy (such as innovation, environmental protection, SME promotion etc.)

Guides stakeholder engagement and policy diagnosis

Documents methods, trends and practices (local, regional, national and international) to identify policy options

Synthesizes implementation statistics and evaluation studies on procurement policies (such as GFR 2005, DGS&D guidelines) to identify and diagnose policy problems

Coordinates policy development

Establishes policy objectives by integrating multilateral preferences, stakeholders perspectives and local contexts

Reviews policy briefs, stakeholder engagement drafts etc. to determine the regulatory implication of policy options in local contexts (such as SMEs finances, technology processes adoption)

Conducts data gathering and assessment on procurement process and capability (such as procurement functional engagement, strategy alignment etc.)

Influences policy stakeholders and drives alignment on key procurement issues (such as environmental protection, International Treaty alignment etc.)
