Understand, develop and promote public health programs and strategies to educate and influence beliefs, practices and norms of school systems and local communities to ensure children and young people have access to safe, inclusive and health-promoting learning environments.

Describes physical, psychological and social dimensions of safe school environment (school boundaries, bullying free, girls toilets, sanitary pad disposal facility etc.) and its impact on quality education and learning

Gathers information on the audience and theirs subgroups' attitudes, beliefs, behaviours, social and physical environments

Recognises the linkages between long term goals and objectives, existing systems/processes and challenges

Documents objective, process and tools

Demonstrates the role of social and behaviour change communication principles and tools (public health communication, health education, health promotion, risk communication etc.) in fostering a safe and health-promoting school environments

Identifies program development priorities and synthesises the purpose and process of audience engagement using stakeholder engagement tools and techniques

Develops Theory of Change for the programme to outline causal linkages between goals, outcomes and outputs

Develops program design and Influences partnerships

Supports intervention design using research-based strategies to shape messages and campaign materials

Establishes partnership networks to review problems with implementable responses, suitable for a variety of environments (menstrual hygiene awareness in social groups, substance abuse among youth groups etc.)

Illustrates dynamic program development in tune with the changing context and implementation

Oversees programme design

Monitors programme effectiveness and outreach by tracking audience exposure and assessing reactions

Encourages the use of standardised communication to implement stakeholder engagement
